Most of it has been fixed by the help of people on ecs-technical. I did
some tweaks to inetcfg.ini and loaded some other nameservers into my
Linksys router. I now get connection speeds close to the advertised.

BTW, the bogus nameserver and the duplicated server were supplied by
Time Warner each time I booted. I fixed that. I looked up both addresses
and they were registered to Time Warner, although I do not know if they
are real nameservers.

My present problem is getting java and flash to work in Firefox. I have
had many suggestions and am working on the problem.

I wonder why your reply from the 4th just arrived today on the 7th. Was
the SCOUG server down?
