I've been reading this thread, and I think I agree with Steven, that the
fifth parameter should be 7200, since one of the documents says that at
the beginning of DST, the time jumps from 1:59AM to 3:00AM (there is no
2 o'clock hour that day, and there are two of them when we go back the
standard time).

However, I looked at my CONFIG.SYS, and I see that it is still set for
the start of April, end of October. Right above that is a REMark that
says "Don't change the following line manually, it is changed by the eCS
Clock."

So I went to local system , system setup, clock, and took a look. On my
eCS 1.2 system, the "Synchronization" tab shows I am synchronizing using
"time.nist.gov" or as an alternate "nist1.nyc.certifiedtime.com". The
"Info" tab says I last synchronized just a few minutes ago (because I
clicked on "Synchronize Now!"). The "Control" tab has "x" in both
"Enable change of clocks" and "Automatically modify CONFIG.SYS".

Yet the "Location" tab's "Zone Information" shows the April and October
dates. So it appears the US Government doesn't know that Congress
passed the law, or they haven't gotten around to fixing their time
server, or the eCS Clock doesn't actually modify CONFIG.SYS.

I wonder what we should do? I'm tempted to disregard the REMark, and
manually update the TZ string.
