I use the SciTech SNAP video driver and something not quite identical, but similar,
happens to me. In my case the top and bottom portions of my desktop are hidden, on
occasion, after booting up. I do the following to rectify:

1. Right mouse click an open desktop area
2. Bring up the "Screen" window
3. Press the "Advanced" button to go to the "Scitech SNAP Graphics
Driver Control Center", which is a full screen OS/2 command prompt session
4. Then, I immediately hit "Q" to quit that session
5. My desktop reappears with everything fixed

If you have the SNAP driver, you might try that.
