That's not quite how it works. Screen resolution is one element in the
selection criteria. The selection depends on the requested image size an=
d
the characteristics of the presentation space supplied with the
WinDrawBitmap() call.
It's entirely possible that the 64x64 icon could be selected to draw
something like a toolbar icon on a system running 640x480.
