The tones vary depending on the minute of the hour.
the clicks are seconds.
The voice starts around 50 seconds or so and then you hear the
seconds and finally, on the minute, you get a different tone. It's
really quite simple and was widely used before GPS and the internet
to synchronize clocks, especially used by ships. Various nations
have their own version for time keeping and even though you may not
understand the language you can still figure out the time and get
synchornized.
You can get specific info on the tones by going to the National
Bureau of Standards (NIST?) and drilling down to wwv.
