Most, if not all, file managers do not have direct support for archive
files. They typically use some sort of configuration file that allows
them the determine the archive type and invoke the appropriate external
exe or dll to process the archive. This is how fm/2 and ztbold work.
Both happen to use the archiver.bb2 configuration file format.
