It feels odd, replying to myself, but I did find a DOS and OS/2 version   
of Roshal ARchiver named RARX371.exe.  I ran that executable, and it   
created a \RAR directory under the current directory (not where I wanted   
to put a new program of course, so I had to do some moving around   
afterwards), and stuffed about 11 files into the directory.  
 
I then ran RAR32.EXE with the "e" (extract) switch against a file named   
BMW_V29.rar, and I got two files as a result (V29.mdf and V29.mds).  I'm   
about to burn these to a CD.  Then, I'll go stick the CD into my car's   
Nav computer and see what happens.  
 
The point is, I seem to have found a working, current OS/2 version of   
Roshal's Archiver by Googling "RAR files OS/2".  The site is
