This depends. The D macro is user defined. It has meaning only if the
rulesets give it meaning.

That's probably true. I resurrected one of my ancient .cf files. It
insisted on trying to send everything via the $#local rules until I
disabled it.

This is somewhat true. I found that the .cf file I used required that I
supply both -f and -t on the command line. I was not able to figure out a
set of macro definitions that would generate a set of headers I liked. I
could have forced it via the rules but that did not really seem all that
interesting.
