That ICON is not a program object hence no associations.

I have not tried to rearrange this particular association so I don't know where
the program object is. What I do is go looking for an EXE or COM or CMD file
that has the same ICON that is on the file. This is usually the one you want.
Sometimes the association can be inside a DLL which then makes it harder to find.
There most be an easy way to find the association in the INI file but have not
looked into that.
