I agree to a point for utilities. However, once you are running more than
couple EMX utilities, you might as well consider the runtimes part of your
kit. You probably already consider the DLL's in \os2\dll as "always
available" and that's not always true either.
For systems the store is different. You've got to bust them into
understandable components or you'll never get the beast to run.
