Peter,
Have you considered using REXX for this task? It's easy and simple, as compared to
C or C++. "Simple little command line utilities" are bread and butter for REXX.

With regard to my suggestion to use the commandline line input,

SET > C:\ENVIR.TXT

to create a text file, I do that in REXX programming, when I cannot find any other way to
place a value into a variable. When that hapens, I can get the value into a temporary
ASCII file, I can then use the facilities in REXX to read the contents of the ASCII file into
memory (REXX variables) and then erase the ASCII file and proceed on with the rest of
the REXX program. I know that is NOT very elegant programmimg-wise, because you
lose some speed and processing time by read/writing files, versus directly using an
API call or some other direct facility of the programming language. Nevertheless, it
does work and I am stuck or a better way.

Now, tell me how are you going to use the DOSGETDATETIME call? It's my
understanding that this function is part of the OS/2 trace facility. Using the Trace
Formatter, I believe that you still have to have the system copy the
DOSGETDATETIME results to a file in order for you to get access to it for
programming purposes. Am I wrong on that? How else are you going to access it for
programming a commandline utility?
