Not directly.  Warp provides DosGetDateTime which amoung other things  
returns the GMT offset.  
 
At the language runtime level, there's usally something like tzset which  
gets TZ from the environment and sets the runtime so that conversions work  
correctly.  
 
It really depends on the language you intend to write in.  What's it going  
to be?  PL/1?
