Compile what? Perl is an interpreted language, although it's possible to
write Perl extension DLLs that would need to be compiled.

How big a job porting will be is unknown until you figure out how much, if
any of the code in the package is not POP (plain old Perl). Generally
Perl code is going to have a .pl extension, shell scripts will have no
extension and C code will have .c and .h extensions.
