That's pretty old. The version that comes with v3.03 is:

It is simple. 4os2, like cmd.exe, is a standard os/2 application and
follows all the same rules.
If you insist and changing path and libpath, test your changes before
changing the os2_shell statement. You will know you have path a libpath
right if you can start 4os2 from the command line.

You PATH and DPATH lines are not too long. You have something else wrong.
