Kid "safe" is sort of an oxymoron.
Not allowing web browsing is wrong IMNSHO. Putting the computer in the family
room or elsewhere that it can be seen while the child is using it is best.
That way you can monitor them and also teach them what they should do and not
do.
Removal of IE and OL depend on the version of windows. Best is to install
another web browser and email program set up as the defaults. Set the email
program to send a receive only text. Give them an email address on an ISP that
filters spam. Then monitor and teach good surfing.
